Information on the correct completion of vouchers of an ATA
Carnet
An ATA Carnet is an international customs document similar to a customs
declaration, which allows to identify goods and includes an internationally
valid guarantee for payment of import duties and fees.
The ATA Carnet must be filled subject to the normal due process by the issuing
association, the holder of the ATA Carnet and be duly issued by the customs
office of the country of exportation.
All the vouchers of the ATA Carnet must be filled identically and contain the
same information as the cover.
The ATA Carnet submitted to the customs authority must be completed in Russian,
English or French. If necessary, an authorized person of the customs authority
is entitled to require a translation of the general list of goods in Russian
according to part 7 of Article 183 of the Customs Code of the Customs Union.
The cover and continuation sheets must be signed by the holder (a natural or a
legal person), stated in the box “A” of the cover of the ATA Carnet and its
sheets before completion of the ATA Carnet, the remaining sheets must be
completed at the customs clearance by the holder or a representative of the
holder, which is stated in box “B” of the cover of the ATA Carnet and its sheets
(by a person who is entitled to act on behalf and at the instruction of the
holder of the ATA Carnet in regard of the goods moved under the ATA Carnet and
in case the representative of the ATA Carnet holder is not stated in box “B” of
the cover of the ATA Carnet and its sheets as a duly authorized representative).

In case of loss of the ATA Carnet, the customs authority may accept a duplicate
of the lost ATA Carnet, presented by the holder (representative of the holder).
The duplicate of the ATA Carnet must expire on the same day as the original ATA
Carnet.
IMPORTATION
The ATA Carnet is submitted to the customs authority and accepted by it only if
it is duly completed and issued by the issuing association.
Upon the importation of goods under the ATA Carnet into the Russian Federation,
the holder (representative of the holder) of the ATA Carnet presents the goods
and the ATA Carnet to the relevant customs authority.
Together with the ATA Carnet one submits documents and information required for
customs purposes to the customs authority in respect of goods to which the
prohibitions and restrictions established in accordance with the law of the
Eurasian Economic Union and the legislation of the Russian Federation on customs
matters apply.

“Importation” voucher.

TRANSIT
If it is necessary to deliver goods to the internal customs authority, transit
vouchers and counterfoils of the ATA Carnet are completed in duplicate.

REEXPORTATION
Upon re-exportation of goods, the ATA Carnet holder (representative of the
holder) must present goods and the ATA Carnet to the customs authority with all
the documents necessary for customs purposes.
Goods can be reexported in one or more batches.

EXPORTATION
